CONFIGURATION UI FINAL POLISH

GOAL
Polish the configuration experience without changing runtime nameplate behavior.

CHANGES
- Info remains the first menu category and is now the default first-open page.
- Profiles remains permanently last.
- Sidebar buttons now have concise help tooltips.
- Reset Phase 9 renamed to Reset Settings.
- Reset Settings now requires explicit confirmation.
- Reset warning explains that a profile/export string is needed to recover old settings.
- Every page receives a persistent category identity label.
- Config hide cleans up open tooltips and confirmation overlays.
- Existing live preview remains structurally separated from scrolling settings.

TEST
1. /mnp opens on Info on a fresh UI session.
2. Menu order:
   Info first.
   Profiles last.
3. Hover every sidebar item: tooltip appears and disappears cleanly.
4. Open every page and scroll top-to-bottom.
5. Verify no controls overlap the Live Preview.
6. Verify scrollbar drag, wheel and track click.
7. Press Reset Settings -> CANCEL: nothing changes.
8. Press Reset Settings -> RESET SETTINGS: defaults restore.
9. Profiles still supports create/copy/rename/delete.
10. Import/export confirmation dialogs still work.
11. Live preview still updates.
12. /reload: no Lua errors.
13. No FPS regression, taint, protected-action or secret-value errors.

IMPORTANT
Phase 11.7 does not alter the validated summon source architecture.
Blizzard remains the owner of Minion nameplate source creation.
