Hendrik Leppkes:
	- Re-position the WorldMapBlobFrame to an off-screen dummy position instead of leaving it without a position at all, so the blizzard code doesn't go boom when trying to calculate the position of the blobs.
	- Disable ClampToScreen for the WorldMap. Just don't lose it out of screen!
	- Blips -> Blobs
	- Extended the "Hide Quest Objectives" option to allow a 3rd state which only shows the map blobs but not the panels.
	- Properly parent the scaling handle so it hides itself when the map is hidden.
